Is it permissible to kill non-Muslims in Saudi Arabia?

Question: Is it permissible to kill non-Muslims who are in Saudi Arabia? What is your advice to those who quote the Prophet (Salla Allahu 'alayhi wa sallam) words: "Drive out the pagans from the Arabian Peninsula."?
Answer: No, it is not permissible to kill non-Muslims as the country's rulers have promised safety or that has come out of special reasons. They must not be damaged because Islam dictates that it fulfills promises and pacts. We can not give someone the opportunity to say that Muslims break their promises. The Prophet (Salla Allahu 'alayhi wa sallam) the above words are authentic, but does not mean we should kill people under protection.
